it depends on the taxes. Im a server at applebees so i know all about the 2 for 20. In VA it comes out to 22.00 even with water. A soft drink at applebees is 2.19..again in VA so add that to 20 plus tax. Its usually anywhere from 22 to 30. Depending on if you drink soda, water or alcohol. Its not really 20 dollars though unless your state has no food tax. dont forget the 15 to 20 percent tip so assuming you drink soda and so does the other person and you have no add ons to your 2 for 20 deal such as salads and desserts the total bill should be somewhere around 35 and that includes the tip...but most people dont leave that much where i work, they leave 10 to 15 percent because the economy is so bad.
